London ULEZ – Important Information for Match Officials

London ULEZ – Important Information

As you will be aware, in October 2021 Transport for London introduced an Ultra – Low Emissions Zone (ULEZ) which was in addition to the existing Congestion Zone.

The ULEZ extends much further than the original Congestion Zone, it extends out as far as the old South Circular Road (A205). There are currently 5 Southern Counties East Football League (SCEFL) clubs that are situated within the ULEZ.

They are:
• Fisher
• Lewisham Borough
• Forest Hill Park
• Meridian VP
• Bridon Ropes

As clarity, no SCEFL club is situated within the Congestion Zone and thus this email does not relate to any costs incurred travelling through this zone.

The current cost of travelling within the ULEZ is £12.50p however this does not apply to all vehicles as many are except. If travelling within the ULEZ it is your responsibility to establish whether your vehicle is exempt or whether the charge applies. Please note that it is vital that you check this carefully and do not pay the charge if your vehicle is except. Further generic details are provided later in this email to assist you.

Claiming Procedure

Following a recent SCEFL board meeting it was agreed that the following would apply in respect of the ULEZ charge:

a) If club is situated within the ULEZ (see above), match officials are requested to travel in a compliant vehicle or, where possible, use public transport to minimise costs.
b) If a match official lives within the ULEZ you a re, where possible, requested to travel in way that minimises costs (i.e. using public transport, travelling together, or being picked up by a colleague with an appropriate vehicle).
c) However, if the above is neither possible or feasible, then you can pay the ULEZ charge, and the home club will be responsible for reimbursing you.

The following must strictly be adhered to. Any deviation will result in you not being reimbursed.

If, a ULEZ charge applies, you must follow the following procedure for the home club to repay you.

1. Please advise the home club when you confirm the fixture that you will be claiming the charge and provide your car registration number.
2. Please pay the charge on the day of the game (not before in case of late postponements) and then either provide the payment receipt when you arrive at the ground or alternatively send it to the club secretary before the match.

If you follow the above, you will be reimbursed by the home club together with your match fee.

It is imperative that these procedures are followed and that claims are only made for vehicles which are not except. Any failure to follow these procedures, or inappropriate claims, is likely to result in a withdrawal of this facility.

Generic Advice

Please note the following generic deta ils for your assistance. These are only guidelines, and it is your responsibility to check whether your vehicle is exempt or if you need to pay the ULEZ charge.

What year car qualifies for ULEZ?

Petrol cars that meet the ULEZ standards are generally those first registered with the DVLA after 2005 , although cars that meet the standards have been available since 2001. Diesel cars that meet the standards are generally those first registered with the DVLA after September 2015 .

Is there a difference between the Congestion & ULEZ Charge?

Yes, the congestion charge would not apply to any SCEFL clubs as they are not within this zone as it covers central London. The ULEZ would apply if your car does not qualify as above, and the tool below will show the ULEZ charge.

Further information and checking your vehicle can be found at https://tfl.gov.uk/modes/driving/ultra-low-emission-zone

What is the cost?

The ULEZ charge is currently £12.50p. If, when checking your vehicle, it suggests that the charge is £15 you are looking to pay the Congestion Charge which is not relevant.
