FA Club Referee Marking Scheme

For the start of season 2022/23 a new club marking scheme will be in operation placing development at the heart of the club feedback process within the National League System.

The new process will be implemented as follows:

  • A club will not enter a mark.
  • Instead, a club will indicate on a 10-point scale ranging from “Poor” to “Excellent” their view of the referee according to six competencies that are deemed to be critical components of refereeing by clubs and observers alike. These are:
      • Judgement of Major Decisions
      • General Decision Making
      • Match Control
      • Communication
      • Fitness
      • Player Management

The form will available for clubs to complete utilising MOAS. For more information on accessing MOAS and around the scheme we would like to direct all clubs to the below document. Access will remain the same for those clubs who already utilise MOAS for FA Competitions.
